Conducting of Follow-up Investigation

Date: January 18, 2023, at about 2:55 pm

“Nothing matters but the facts. Without them, the science of criminal investigation is nothing more than a guessing game.” (Edwards, 1964) [1]

An alleged mauling incident involving two unknown suspects was reported to Brgy Asinan in Olongapo City. The barangay sent the reporting party to Police Station 3 in Olongapo City for further investigation. The victim was under the influence of alcohol when he entered the abovementioned KTV bar, where he is said to have been attacked by two individuals who have not been recognized. The suspects ran away, leaving the victim inside the bar with bruising to both his eyes and a cut to his nose caused by the punching. On the 18th of January, 2023, I accompanied the investigator, PSSg Adamos, as he questioned the victim for the ongoing inquiry into the follow-up incident. On location, I watched as he gathered evidence from the surrounding area. In addition to looking for witnesses, he interviewed the proprietor of the KTV bar. After searching the surrounding area for CCTV, he discovered that the surveillance was concentrated on the KTV pub. After that, we proceed to Brgy. Asinan's CCTV room to review the footage of the recent crimes. Using the resources that were accessible in the area, PSSg Adamos was able to provide information about the suspect's vehicle and a likely location for the suspect. The suspect is still at large, but with the assistance of the CCTV cameras located around the neighborhood, it is not difficult to track him down.

An investigation gathers data to achieve three distinct goals: identifying the suspect, locating the suspect, and providing evidence of his guilt. It was the first thing that we did, and that was to determine the suspects by interviewing the witnesses who were in the bar. The fact that the victim is intoxicated and unable to see the face of the perpetrator does not change the fact that there were witnesses in the area when the mauling occurred. Second, we searched the site for any nearby CCTV that could help us pinpoint the offender's location. The victim's injury and the joint statement given by the bar owner and the waiter are the final pieces of evidence that point to the commission of the crime—providing details regarding the alleged attack. I have realized that to be a good investigator, you need to work hard and be persistent to generate a solid lead and acquire more evidence to apprehend and identify the criminal's location and personal information about them.

The Philippine National Police (PNP) or any other body responsible for investigating illegal or negligent acts is likely to be conducting the inquiry into the mauling incident. The goal of the investigation would be to ascertain what led to the occurrence, the type of the victim's injuries, and any potential liability on the part of the zoo and its employees.

To acquire evidence, the PNP may interview potential witnesses, watch security tapes, and visit the scene of the occurrence. They would also check the tiger's enclosure to see if any safety or security flaws might have contributed to the event.

The PNP would also investigate whether the victim's behavior, such as whether they purposefully entered the enclosure or disregarded warning signs or barriers, contributed to the attack. The study would also evaluate the zoo's rules and practices, such as its guidelines for handling and supervising animals, personnel training and management, and enclosure upkeep, among other things. Any breaches or violations could lead to the zoo receiving penalties or fines. The investigation results would ultimately be critical in evaluating the parties' legal liability and would aid in preventing the recurrence of the occurrence.
