Knowledge about UPER (Unit Performance Evaluation Rating)


The UPER System of the PNP was conceptualized as a standardized evaluation tool to assess the performance of the different PNP offices/units.


This is in line with the Learning and Growth perspective of the PNP P.A.T.R.O.L. Plan 2030 under the Objective of developing competent, motivated, and values-oriented personnel of the PPO. [1]


NUP Marifel Ronquillo, a crime registrar, explained the UPER system in the investigation section about the regular filing and inquest, how the scoring is done, and what are things to consider by the region.

The PNP’s PGS Pathway is embodied in P.A.T.R.O.L Plan 2030, the Peace and Order Agenda for Transformation, and for Upholding the Rule-Of-Law.This plan enunciates the PNP’s vital role in ensuring peace and ord, which is critical to attaining AmBisyon Natin 2040 vision of Matatagag, Maginhawa at PanatagnaBuhay.”[2]


The Philippine National Police (PNP) Patrol Plan 2030 is a long-term strategic plan that sets the Philippine National Police's vision, mission, goals, and objectives for the next decade. Thprojectan was developed by the Philippine National Police (PNP). This plan is intended to improve the capabilities of the Philippine National Police (PNP) in terms of preventing and controlling crime, preserving peace and order, and ensuring the preservation of the rights and freedoms of the people.


The Philippine National Police Patrol Plan 2030 is in line with the larger goal of the Philippine government for a secure and safe community in which its citizens can live and work without fear of being victimized by criminals or terrorists. With the help of this plan, the Philippine National Police intends to transform itself into an organization that is highly capable, professional and centered on the people and that is also capable of providing the people with policing services that are efficient and effective.


The implementation of community-oriented policing, the modernization of the Philippine National Police's equipment and technology, the improvement of the Philippine National Police's organizational structure and human resource management, and the strengthening of the Philippine National Police's partnership with local government units and other stakeholders are some of the critical features of the Philippine National Police's Patrol Plan 2030.
