Observing on the Conduct of Checkpoint

It assisted in the conduct of OPLAN SITA on the border of Subic, Zambales, and Barretto, Olongapo City, together with Olongapo City Police Station 6 led by PMAJ RODRIGUEZ and Olongapo CMFC directed by PCPT LABORERA under the supervision of PLTCOL SIBAYAN and the leadership of Olongapo City Director PCOL GRIJALDO. It aims to check on the suspected vehicles passing through the border and to spot weapons, drugs, and other illegal items inside the car on a plain view basis. They are also checking on documents like registration of motor vehicles, driver's licenses, and plate numbers, simultaneously providing police visibility in the area to make the community feel secure and confident that the police are available to respond to any situation. It is also to give fear on the part of the law violators.

At this checkpoint, our goal is to ensure that the citizens are protected while also instilling fear in the minds of the offenders. Unless there is a situation where a criminal is on the run, we will be aggressive and subject a suspicious motorist to search for fleeing criminals or illegal items that can put the lives of the citizens we protect in danger. If there is a situation in which there is a criminal who is on the run, however, we will apprehend them.

A significant number of individuals have negative perceptions of the police, particularly the officers who operate at checkpoints. However, I witnessed firsthand that law enforcement officers risk their time and live at checkpoints. They have no other motives but to serve and keep the peace and order in the territory under their jurisdiction. Because I am in a position of authority, I will not permit an ill police officer to tarnish the reputation of our organization. Instead, I will rigorously supervise my subordinates to ensure they meet the required standard of service without jeopardizing our cordial working relationships. When the appropriate time arrives, duty is duty.

We will eventually be supervisors; we need to have this knowledge to act professionally and with self-assurance and to know what actions to take in any circumstance that may arise. Our goal is to gain the understanding required for our field of work to lead our men using what we acquired during the Cadet Attachment Program. We must be competent in guiding our men. For the community to be safe and the offenders to be caught, we must be aware of everything we must maintain and observe.

The Philippine National Police (PNP) has developed an operation plan known as OPLAN SITA to prevent crime, preserve public safety, and promote peace and order in the country. The deployment of community-oriented policing, intelligence-led police, and quick-reaction measures are the primary objectives of the plan, which is designed to address specific crime threats and concerns regarding public safety.


The Philippine National Police's (PNP) capacity to efficiently respond to and address criminal occurrences, particularly those that threaten public safety, would be improved by implementing OPLAN SITA. The strategy emphasizes gathering intelligence and using technology to strengthen the PNP's capacity to prevent and suppress illegal activity.

When OPLAN SITA is put into action, it requires careful collaboration and coordination not just among the various units and offices that make up the Philippine National Police (PNP) but also among the various other law enforcement agencies and local government entities. The OPLAN SITA is subject to continual revision and improvement by the Philippine National Police (PNP) to maintain its efficacy and ensure that it remains relevant in light of shifting patterns of criminal activity and concerns regarding public safety.


The degree to which OPLAN SITA was successful can be judged by how it reduced crime and kept peace and order in the community. The Philippine National Police (PNP) intends to increase the general populace's quality of life and their level of trust in the police force through the execution of this plan.
